Finalized Maintenance of Effort Reporting Deadlines from the Department of Revenue

Last week, the Wisconsin Department of Revenue (DOR) announced new Maintenance of Effort (MOE) reporting requirements for 2024 under the 2023 WI Act 12 with finalized forms and instructions. These changes require all municipalities and counties to certify that the level of law enforcement, fire, and EMS services provided in 2024 will at least match the levels provided in 2023.

Step 1: Certification Forms

The individual responsible for law enforcement, fire services, and EMS must complete the appropriate certification forms and submit them to their county or municipal clerk by June 15, 2024. Step 2: MOE Report Submission

All municipal and county clerks are required to submit a completed MOE Report to DOR by July 1, 2024, utilizing the Certification Forms provided by mid-June. This report must be e-filed using Form SL-305 through your My DOR Gov Account.

Penalty for Non-Compliance

A late filing or failure to file will lead to a 15% reduction in both your county and municipal aid payments, including the new supplemental county and municipal aid payment.
